“The move to go online will help save money as the previous census conducted in 2008 cost Rs 50 crore, whereas this one is expected to be completed in just around Rs 1 crore”, MSME Secretary K K Jalan had told media.
The MSME databank portal and finance facilitation portal are part of the Digital India initiative and will facilitate ease of doing business in the country. The online databank is expected to cut down on the costs and efforts put in conducting census physically.
MSME Minister Kalraj Mishra said the portals will enable MSME units and their various association to furnish data easily and they could be a “one-stop source of information on small enterprises, including their credit and technology requirements as well as raw material and marketing needs.”
The Salient features of the 2 portals are as follows –
MSME Data Bank
- Web based secured application accessible 24×7
- Aadhaar and Udyog Aadhaar enabled enrolment
- Uniqueness of data ensured through Permanent Account Number (PAN)
- Enrolment on Self-Certification basis
- Enrolment facility available through individual MSME units / Development Organisations / Rating Agencies, etc. including state agencies
- Easy Updation by MSME units as and when required
- Real time census of MSME sector available to government for Policy formulation
- Exclusive information on MSME units and their products/services offered
- Exclusive access to government departments / PSUs is provided to search for MSME units for their procurement needs
- Categorisation of information of MSMEs under various parameters like social category, special category, etc.
- Online availability of information on investment in plant and machinery, nature of operation, employment status, state-wise bifurcation, benefits extended to units, etc.
- Flexible reporting for generating reports on various parameters
- Easy filteration of selected data
- Real time MIS-Board for monitoring and updation
- Mapping of products with HS/ NPC codes for easy classification
- Future requirement of MSMEs is captured for Policy formulation
Finance Facilitation Centres (FFC)
- Operate as a single nodal point for aggregating various financing requirements of MSMEs
- Provide hand-holding support to MSMEs in filling-up of forms, guidance, documentation and submission of documents
- Ensure speady disposal of credit proposals thus saving time and cost of MSMEs
- Building synergies with other financial agencies
- Facilitating finance to MSMEs at competitive rates from Banks
- Integrating credit requirement with other agencies through advanced technology interface
- Real-time monitoring of proposals and liaising with financial institutions for speedy disposal
- Disseminate information about MSME schemes offered by the BanksIFIs
